Deborah Biggar is the daughter of Joan McColgan of Philadelphia and
Joseph McDonald. She is the granddaughter of Mary Jane Tinneny
of Greenock, Scotland and Philadelphia. Debbie served as a
deputy sheriff then was elected Sheriff of Sullivan County
Pennsylvania and assumed that office in January 1988.
